Each skill gets two ratings: the person's own and their manager's. Both are made against the same written levels.
A 3 means the same in sales as in engineering. Every level is written as what someone at that level does.

Kept on record
Reassess any time. The new rating becomes the latest, and earlier ratings are never edited.

People see their manager's rating next to their own, on their profile.

Missing counts as not ready
A skill nobody has rated counts as not ready, so skipping the assessment never lifts a team's number.
